it's because there is a mexican wrestler called Cibernetico and he calls himself the "God" of lucha libre and they make horns because he leads a team called "Hellbrothers" and his entrance song is Seek n Destroy played by mettallica and the announcer says OHE-OHE-OHEOHE-

and they do that because he is the leader of AAA (the company but also a Faction) against the Outsiders legion(non mexican wrestlers that work in AAA)
