Will police respond to complaint about a neighbor who constantly honks the horn?

My neighbors house sits maybe 15-20' at best away from mine (just wide enough for a driveway and car to fit thru) The other night the stupid kid's friends were honking their horns every 10-15 min. at 2AM till I finally had enough and came out that front door like a rabid animal. I didn't have to say a word, they got the point. But their mother who isn't much more mature then her teenage brats comes %26amp; goes frequently thru the day, and blasts her horn to announce her comings/goings as if the whole block needs to know. Its not just one toot, (that I could live with) it's a elaborate series of endless honks, sometimes repeated every 5min for like 20 min. A member of my fam works nights %26amp; gets woken up all the time.We are ready to climb the walls over this (and other crap we have to put up with like their trash) Will the police respond to a call like this? I mean, if I call them WHEN she's honking, by the time they get out here, she may stop, but would they still have a talk with her?

If you called me I would speak to them regardless of whether or not they were honking on my arrival.





Nobody should have to put up with that ****. Call the cops.





If you have a camcorder, set it up to record the garbage.
Reply:Yes, It is considered a disturbance. Call the police and if you can record all the honks and play it for the police.
Reply:You would have to check local/state laws.





In Wisconsin, a horn is only allowed to be used as a signal for warning. We also have a municipal ordinace that states more than three honks is unreasonable noise.





You also are likely to have noise ordinace rules that govern the hours of day... again, in my city , if the noise can be heard off the property line after 10pm, it is considered unreasonable.





The problem is, by the time you call the police, and they arrive, the noise may be over. Your best bet is to see if you can establish a time frame when this occurs most often. Call ahead, if an officer is available, they should sit in the area and listen for themselves.
Reply:You can call anytime and they are obligated to respond. It's their duty, no matter what kind of call it is. Give your complaint and they should talk to the neighbor. Call every time it happens and establish a pattern of this behavior and they can be cited for it. Have you neighbor who they wake up call them too.Something can be done. You have rights that are being violated.
Reply:it's called "disturbing the peace". and after a certain time, maybe 11pm, they can get tickets for it.
Reply:Yes, they will respond.


When you call the police, tell them that it is a neighbor dispute over an ongoing noise problem.


If you call and just say that your neighbors are honking their horn, of course the dispatcher is going to reason that by the time the officers get there the problem will be solved.


Offer to talk to the neighbor with the police present.


It would also be a good idea to get some earplugs and a small fan for your day sleeper.
Reply:I'm sure they would. It's disturbing the peace. Keep a record of the honks (times, dates, frequencies) for the police. You might want to call the local precinct instead of 911, because it's not an emergency. Try to get other neighbors to back you up on this, also.
